Carlos D. Sanabria
President, Lieutenant Colonel U.S. Marine Corps (Ret)
Leading with Excellence: A Career in Marine Corps Food Service Carlos Sanabria dedicated 33 years to the U.S. Marine Corps, culminating in his retirement as Director of the Food Service and Subsistence Program in January 2011. His journey began in 1978 when he enlisted, embarking on a distinguished career filled with diverse food service assignments. Proven Leadership and Expertise: Commanded food service operations across various Marine Corps installations, including MCAS Tustin, Weapons and Field Training Battalion, Marine Corps Recruit Depot San Diego, 3rd Marine Division, MCB Camp Lejeune, MCB Camp Pendleton, and I MEF. Deployed in support of Operation Enduring Freedom-Philippines as the MNF-W food service officer, ensuring critical nutritional needs were met during combat operations. Guided excellence as senior traveler for the MajGen W.P.T. Hill Awards for food service excellence in 2007 and 2009, recognizing outstanding achievements within the program. Actively contributes to the industry through his membership in the National Restaurant Association Military Hospitality Sub Committee. Decorated Service: Legion of Merit, Meritorious Service Medal (2 Gold Stars), Navy and Marine Corps Commendation Medal (3 Gold Stars), Navy and Marine Corps Achievement Medal, Good Conduct Medal, Beyond the Military: Carlos enjoys a fulfilling family life with his wife Norma, son Carlos (34), and daughters Angelica (31) and Jessica (29).

Joe Mancini
Founding Partner
Joseph Mancini started his career path serving as a business associate for the Teamsters Union in Chicago, before making the big move to the food service field. Joe worked as a produce and fluid dairy buyer for Kraft Foods in Bensonville, Illinois for fifteen years. He took this experience and moved into protein sales with Quantum Foods in 1996. In 2002, Joe decided to step into the area of military food service sales, with the leadership of his Mentor Emily J. Prior. Emily Prior and Joe Mancini worked hand in hand growing DLA-Troop Feeding at Quantum Foods with total support from the Edward Bleka Family. Sadly, 23 Dec 2012 Emily passed away. Joe is the Founding Sponsor of the Emily J Prior Memorial Scholership. administered thru R&DA. Mr. Mancini was elected to the board of directors for IFSEA International for a 3 year term ending in 2000. Mr. Mancini was Appointed to the Research & development Associates for Military Food & Packaging Systems, Inc (R&DA) Board of Directors in 2007 and enthusiastically supports the R&DA efforts to Date. In addition, Joe was selected to receive the JOHN Q MCNULTY AWARD (Formally the Singer Award) at the R&DA Spring Meeting in Tucson AZ in 2024. Mr. Mancini, the Founding Partner of Heroes Government Supply, is a NAPA-approved DoD supplier, he is married to Anna Andreasik where they reside in Lemont, Illinois.

Shaping the future of Army Cuisine: David's 41-Year Journey David's passion for Army food service spanned an impressive 41 years, marked by dedication, leadership, and decorated service. Military Career (1974-1997): Enlisted in the Army in 1974, embarking on a 24-year journey through diverse food service roles. Achieved the prestigious rank of Sergeant Major (SGM) and served as the ACES SGM, playing a crucial leadership role. Earned numerous accolades, including the Legion of Merit, Meritorious Service Medals, and others, reflecting his outstanding contributions. Civilian Service (2002-2019): Leveraged his expertise in the private sector at Sara Lee Corporation, developing and managing successful sales strategies. Transitioned to the Department of the Army Civilian workforce in 2002, culminating as the Director of Operations for ACES and JCCoE. In this leadership role, he provided essential management and oversight for the Army Food Service Program, working as the lead agency for the Department of the Army G4. His dedication was recognized with awards like the Meritorious Civilian Service Award and the Superior Civilian Service Award. Beyond the Service: David cherishes his family life with his wife Cathleen, daughter Christina, son David II, and granddaughter Marilyn.
